Go to the bar or restaurant and get a bite or a drink. More cost effective than just paying to ride up the elevator to the observation deck.

Ever seen a picture of downtown Seattle on a postcard with the Space Needle in the foreground and Mt. Rainier in the background? This is where it was taken from. Park is small but the view is fantastic.Many great restaurants nearby in Queen Anne.
